Global biodiversity is declining rapidly due to unsustainable fishing, pollution, and climate-driven change. Migratory marine megafauna are particularly at risk, with cascading effects on ocean ecosystem stability and resilience. Effective conservation therefore requires coordinated action across multiple national jurisdictions. In this context, Exclusive Economic Zones (EEZs) represent the primary governance units of most ocean regions, alongside international waters such as the High Seas and Antarctica. We propose a network-based framework that models the ocean as a system of interconnected EEZs and ecological corridors.
