Excitation converges towards the stable foliation of the chaotic flow, covering it with finite resolution (because of diffusion) in a manner close to the stable filament solutions.

In closed flows this lead to homogeneization, since the stable foliation is space filling. Once homogeneization is attained, flow is irrelevant and thus excitation is transient.

In open chaotic flows, the stable manifold of the saddle is not space filling, and thus, as far as filaments remain separated, they can remain forever.
